Council rescinds Pinion Springs development agreement

Enoch City Council voted to rescind Resolution No. 2026-04-01-B and withdraw approval and authorization for the development agreement for Pinion Springs Estates by approving Resolution No. 2026-05-20-C.
City Manager Ryan Robinson presented the item and Council Member David Harris moved to rescind the earlier resolution. The motion passed by roll call (Council Member Shawn Stoor absent; Harris, Ley, Trower and Miner voting yes). Robinson and Council members indicated this action withdraws the citys prior authorization and requires staff to cease implementing the earlier development agreement until further direction.
Council did not at this meeting provide replacement terms or reapprove a new agreement; staff will follow up on next steps with the developer as directed.
