Commissioner Karen Cheek moved to pass the Recreation Board Resolution and Commissioner Sharon Cobb Flanagan seconded. Commissioners Cheek, Kelly Belflower (participating remotely) and Flanagan voted yes; Commissioner Brian Watkins voted no, saying he preferred to have the county attorney present to answer questions. The motion carried.
The published resolution directs that all real and personal property formerly belonging to the Eastman–Dodge County Recreation Commission become county property and establishes a five-member Dodge County Recreation Board appointed by the Board of Commissioners. Terms are set at four years, with two initial members serving two-year terms. Members will serve without remuneration, may be removed after three consecutive absences without good excuse, and the board is limited to an advisory role: it may not enter contracts, collect or disburse funds, or otherwise bind the county. The resolution also designates the county attorney or a designee to serve as legal counsel. Supporters framed the change as a reorganization of governance for the recreation department; at least one commissioner asked for legal clarification before voting.
