The O'Fallon Planning and Zoning Commission on June 4 approved a one-year extension of a previously granted site-plan approval for a multi-tenant retail building that will include a Scooter’s Coffee drive-through at Lot 4, Shady Creek Commercial, at Lake Saint Louis Boulevard and Highway Inn.
Staff told the commission the plan was originally approved in 2025 but construction was delayed while the property owner sought tenants for the remaining spaces. At the meeting staff and the project engineer, Larry Walker of Bex Engineering, said the applicant is ready to move forward, that no changes are proposed to the approved plans and that the request is for a standard 12-month extension while the petitioner completes construction documents and permitting.
Commissioners asked about access and traffic flow; Walker said the site has a single entrance off the Cross Access Drive (West Willow Springs) and that stacking for the drive-through wraps around the building, adding the team did not anticipate traffic or parking problems as the remaining in-line tenant spaces are built out. A motion to approve the extension carried; the chair announced "Motion carries." The transcript does not record a roll-call tally or the name of the motion maker for this item.
The extension allows the applicant additional time to obtain construction permits and begin work under the approved site plan. The commission did not change the plan’s design, and staff recommended approval.
