Archer Aviation access permit (through‑the‑fence agreement): Staff presented a proposed through‑the‑fence agreement to allow Archer Aviation motorized access from a private property (the former Coca‑Cola building at 714 Van Buren) onto airport property to support eVTOL/conventional testing. Staff said Archer will pay for fence and electrical improvements and proposed a fee of $10,000 per month to the airport enterprise fund for access; the commission voted to refer the permit to the city council for approval.
Votes and procedure: For each item commissioners moved and seconded; roll‑call aye votes were recorded for present commissioners and the minutes show Commissioners Bennett and Contreras as absent. Staff indicated the items will now move to city council for final action where applicable.
