Council approves stop signs and water-authority bond financings; several HUD appropriations and historic designations read on first reading

On first reading the council approved several HUD-related appropriations (council files 16 6 12, 16 6 13, and 16 6 14) — appropriations totaling hundreds of thousands to several HUD Emergency Solutions and HOME projects and a community development block grant appropriation — and adopted several historic-site zoning amendments (e.g., former Erie Labor Temple and South Erie Iron Works Company building) for first reading.
