Hillsdale TIFA approves amended consent agenda and permits county commissioners backup use of Dawn Theater

The Hillsdale Tax Increment Finance Authority approved an amended consent agenda and unanimously voted to permit the Hillsdale County Commissioners to use the Dawn Theater as a backup meeting location, the board reported at its March 17 meeting.
Secretary/Treasurer Olivia Smith asked that a communication from Hillsdale County Commissioner Doug Ingles be added to the consent agenda. Member Mike Clark moved to approve the amended consent agenda; Luke Robson seconded the motion and it passed 7-0. Later in the communications section, the board considered Ingles’s request that the county use the Dawn Theater when the Commissioners’ meeting in City Council Chambers reaches capacity; Robson moved to permit access, Clark seconded, and the motion carried 7-0.
Smith also read a message from Assistant City Manager Sam Fry about Lead Service Line Replacements in the TIFA district and reviewed an email from Jason Blake, Director of Public Services, about a quote for DPS staff to assist Beautification Committee projects. The board discussed how DPS had supported beautification work in the past but took no separate formal action on that item at the meeting.
Committee updates filled much of the agenda: the Beautification Committee outlined plans for hanging baskets, a downtown banner project and seasonal plantings; the Dawn Theater Governance Board reported two recent resignations and said it would bring appointment recommendations to the full board; and the Program Review Committee highlighted completion of a façade at 70 N Howell St & 72. No old or new business items were raised beyond those reports.
The meeting concluded after a motion to adjourn by Clark and second by Robson. The board set its next meeting for Tuesday, April 21, 2026, at 6:00 PM.
