Peoria County committee approves minutes, service-contract pool, road inspections and safety-engineering agreements

Service-contracts pool (time-and-materials): Scott (S6), a county staff member, explained a recommended award of a pool of qualified contractors to handle time-and-material work in plumbing, electrical and HVAC trades. "So the recommendation is to award the bid as written up, for that pool of contractors by the various trade," Scott said, noting the pool creates a mechanism to call qualified vendors, limits materials markup, and increases competition.
Committee members asked about higher hourly and overtime rates quoted by one bidder (Rural Mechanical) and about how vendors will be assigned. Scott said assignments are typically based on which building the work is in, vendor availability and past customer satisfaction; the county can re-solicit bids later if coverage is insufficient.
Bradley University pavement inspection: Heather (S2) presented an annual agreement with Bradley University to provide visual pavement inspection for half of the county's road system at a cost of $37,135, to be paid from the county motor fuel tax account. She said a related smart-cities grant will add a camera and video-data component costing about $2,000'0,000 (the packet shows an additional line item reported verbally as "about 2 or $3,000"). The committee approved the agreement.
Highway Safety Improvement Program (HSIP) engineering: Heather said the county received IDOT funding for intersection engineering at six high-crash locations. The state covers approximately 90% of the engineering cost and the county's share is 10%. Members thanked highway staff and the resolution carried.
Parking-deck stairwell repairs: Scott reported bids to repair or replace three corroded stairwells and address drainage issues on the county parking deck. Bids for the general/trades and painting packages totaled $2,223,267; staff recommended approving the base bid plus contingency while staying under the previously approved guaranteed maximum price. The committee approved the bid recommendation.
Public question and miscellaneous items: During public comment a resident asked what entices companies to bid; Scott said familiarity with the work, capacity, and competitive pricing drive bid decisions. Committee members later announced a ribbon-cutting for Bicentennial Park, reported a $1,000,000 award from Congressman Hood for engineering on Radnor Road, and previewed an intergovernmental, fully reimbursable engineering agreement for the Chillicothe Railroad Viaduct study.
