Wyoming council tables proposed noise ordinance rewrite after questions on weekend hours

City staff presented a proposed update to Wyoming’s noise ordinance (Ordinance 20-26-01) at the June 2 council meeting, describing the changes as intended to modernize definitions, clarify hours and exceptions, and improve enforceability.

"The proposed amended ordinance is intended to modernize and clarify existing regulations related to excessive and disruptive noise," City staff (S11) told the council, summarizing the ordinance’s four sections: prohibited noises, hourly restrictions (including domestic power equipment and construction activities), exceptions for permitted events and emergency work, and enforcement provisions.

Council members focused on whether the code should explicitly treat Friday as part of the weekend for allowable-hours provisions. Member Yeager (S8) and others suggested specifying weekdays and weekends in the ordinance language to avoid ambiguity. City staff (Mister Lunan, S12) recommended making a global change—defining weekday as Monday–Thursday and weekend as Friday–Sunday and specifying "government holiday"—to avoid inconsistent start times for construction operations if only some subsections were amended.

Because the change could affect construction start times and other subsections (Section 16-91 on domestic power equipment and construction activities), the council voted to table the ordinance for redrafting and additional staff research and set a return date for the June 16 meeting. The motion to table was moved, seconded and carried with all members voting aye. Resolution 26-06-60 (summary publication) was also tabled accordingly.

The record shows no final adoption at this meeting; staff were directed to prepare clarified language addressing the Friday/weekend question and any cross-referenced sections for council consideration on June 16.
