Franklin Pierce board approves budget extension to pay for late-arriving buses; finance staff clarify impact fees

The Franklin Pierce School Board unanimously approved Resolution 26-R-05, a budget extension that increases expenditures in the transportation vehicle fund so the district can pay for buses that arrived after the prior year's budget cycle.

Director Allison (S22), who explained the change, said the district had budgeted $2,000,000 in the previous year for buses but some buses were delivered after the budget closed, so the payment hit the current year. "We have the funds," Allison said. "We just didn't have the budgeted expenditures in the right amount, so I have to do a budget extension to increase that, and that has to go through OSPI." The board was told OSPI approval is required before payments are processed.

Directors also asked about an unexpectedly large local-support non-tax line related to easement and impact-fee receipts. Finance staff said recent impact fees from Pierce County were tied mainly to housing developments and several apartment projects produced lump-sum fees in recent months; staff clarified the trail project did not generate the monthly impact fees shown.

Board members voted to adopt the extension and approved the April 2026 budget-status reports; staff emphasized the district remains solvent but needs the extension to align accounting and expenditure lines before paying outstanding bus invoices.

The board took no additional changes to staffing or programs as part of the vote; directors asked staff to continue explaining capital-project revenue and impact-fee timelines in future budget presentations.
