Caro City Council approves police and fire chief contracts, adopts DDA bylaws and sets budget hearing

The Caro City Council on May 18 unanimously approved employment contracts for the city’s police and fire chiefs, adopted revised bylaws for the Downtown Development Authority and scheduled the fiscal year 2026–2027 budget hearing.
Councilor John Riley moved to approve the consent agenda and Councilor Jill White seconded; that motion was approved before the council took up individual personnel items. The council then voted 7–0 to adopt the proposed employment contract for Police Chief Brian Newcomb and to authorize Mayor Karen Snider and City Manager Scott Czasak to sign the agreement.
The council next approved the employment contract for Fire Chief Randall (Randy) Heckroth, again voting unanimously and authorizing signatures. Both contracts were adopted by roll-call votes recorded in the meeting minutes.
Councilor Charlotte Kish moved to approve the Downtown Development Authority bylaws as submitted by the DDA board. The council adopted the bylaws by roll-call vote. The DDA also reported that its director, Devon Pomeroy-Ruppert, began employment with the authority on May 18, 2026.
On budgeting matters, the council set the FY 2026–2027 budget hearing for June 1, 2026 at 6:30 p.m. and approved a motion to reschedule a previously planned budget workshop from May 26 to May 19, 2026 at 6:00 p.m.
Committee and liaison reports included a City Manager update on Chamber of Commerce board elections, a report that the Fair Board received a $23,500 grant and is addressing sidewalk and electrical work, and a Parks & Recreation announcement of a ribbon-cutting for the Lions Head drinking fountain at Bieth Park on May 29, 2026. Councilor John Riley requested reassignment from the Planning Commission due to scheduling conflicts.
The council adjourned at 7:15 p.m.
