Staff to apply for state-funded parks master-plan grant; city seeking $75,000

Trevor, speaking for city staff, told the council a new grant opportunity through the Tennessee Department of Health would fund updates to the parks and recreation master plan at no local match. "It's a 100% grant...we'll ask for $75,000," Trevor said, explaining he chose $75,000 because that level would ensure a robust master plan without overstating the typical market cost. He said the state allows up to $150,000 but the citys realistic scope is near $75,000.
Trevor said the citys last in-house master plan work began in 2021 and finished in 2022 and that the state prefers plans refreshed roughly every five years, which a new plan would enable so the city can remain competitive for other state grants that require an updated master plan. He noted the Trails and Greenways work completed about a year and a half ago will be incorporated into the new plan.
Trevor cautioned about a short turnaround: the grant was announced May 28 and the application is due June 22, so staff has been preparing materials quickly. He asked the council for authorization to proceed with the application and said staff had consulted firms and the bare minimum cost for a good master plan was around $50,000 with $75,000 allowing for renderings and additional deliverables.
Council members signaled support and asked staff to proceed, with staff noting the grant would not permit construction funds and is limited to planning and master-plan deliverables. Staff will complete and submit the application before the deadline.
