Council approves three‑year Microsoft 365 licensing contract and FY2026 budget amendment

The IT presenter described the problem as a mix of vendor and Microsoft miscommunication about which subscriptions contained the features the city was using; the proposed approach would prepay roughly $580,034 to cover 36 months of licenses and to avoid potential back charges. Staff said the three‑year prepayment yields projected savings over buying licenses annually but will front‑load the cash outlay into the FY2026 budget.
Councilors pressed staff on how the compliance gap happened, frequency and cadence of internal license audits, liability exposure and whether prepaying would create long‑term budgeting difficulties. The IT presenter said Microsoft performs annual license audits and the three‑year approach both addresses the current shortfall and smooths future increases. "By keeping a consistent [increase]… we're actually saving the city about a $140,000 over the next 3 years," the presenter said.
Council approved the multiyear agreement and separately approved a FY2026 budget amendment in the amount of $580,034 to prepay licensing. A roll call recorded unanimous ayes and the budget amendment carried.
Why it matters: The licensing decision fixes an immediate compliance gap and funds security‑related features (conditional access, dynamic groups, device joining to Entra). The council debated how to avoid similar surprises in future budgets and asked for a plan for regular audits and clearer internal controls.
Implementation: Staff will execute the DataLink Networks agreement, process the budget amendment and return with any required procurement or contract documentation and an audit‑cadence plan for council review.
