Deputy Chief Young (Harrisburg Bureau of Police) summarized the proposal and said the camps would be free for city youth and run at Harrisburg High School: a July camp for ages 10–13 and an August camp for ages 14–19, both 5 p.m.–8 p.m. with an anticipated per‑camp cost of about $1,500 and capacity roughly 30–50 participants per camp.
JT Dorsey described program pillars — mentorship, nutrition education, and community engagement — and emphasized female participation and connections to college and career supports; Paul Kornfeld (Harrisburg soccer coach and teacher) said local interest has surged (dozens of students trying out) and that the camps provide low‑barrier access to sport and organized activity. Deputy Chief Young said community services and police personnel will have peripheral roles (snacks, logistics and engagement) and that officers with soccer experience will participate as coaches or mentors.
Council members welcomed the police‑community partnership and asked about promotion, capacity and long‑term commitments; the foundation said its goal is a multi‑year partnership (three years as a starting point) and that existing outreach channels and school ties will support recruitment. President Hill moved to add Resolution 47 to the next legislative session agenda for a formal vote.
