Council to send Isaac Gaylord appointment to next session after reintroduction

President Hill opened discussion of Resolution 49 of 2026, which Trousdale read into the record as a resolution confirming the appointment of Isaac S. Gaylord to serve as assistant city solicitor for the city of Harrisburg. Gaylord was present and invited to reintroduce himself.
"As stated, my name is Isaac Gaylord," Gaylord said, describing his prior city service from 2019 through 2022 and noting he had worked at the state before returning. He told council he had handled contracts, procurement and later land‑use and building code enforcement work during his prior city tenure and that, on his return, "I've mostly been focusing on litigation," which he expects will be the bulk of his work for the law bureau going forward.
Council members asked how he would respond if he encountered problems in city operations. Gaylord said responses depend on the situation but that, as a member of the law bureau, the first step would be reporting the issue to the city solicitor, Grover, and working to correct it. Councilwoman Davis and others welcomed Gaylord back and thanked him for his willingness to serve.
With no further questions, President Hill moved to add Resolution 49 to the next legislative session agenda for a formal vote.
