Forest City Council approves two ordinances, adopts county hazard plan and clears consent agenda

The Forest City Council convened May 4, 2026, and unanimously approved multiple measures, including the second readings of two ordinances and adoption of a county hazard-mitigation plan.
At the meeting called to order by Mayor Ronald Holland, the council first approved the consent agenda, which included the agenda, April 20 regular and special minutes, board and committee minutes, invoices, and licenses and permits. Councilmember Dan Davis moved approval, seconded by Al Stokka; the motion carried unanimously.
The council then conducted a second reading of Ordinance No. 861 to establish a council-appointed Parks & Recreation Commission and approved the second reading. The motion to approve was made by Brad Buffington and seconded by Marcia Tweeten; roll call votes recorded seven Yes votes and the motion carried.
Council also held a second reading of Ordinance No. 862, which updates definitions and operating requirements for Alternative Street Vehicles within city limits. Dan Davis moved approval and Brad Buffington seconded; the second reading passed unanimously.
The council adopted Resolution 25-26-34 to accept the Winnebago County Multi-Jurisdictional Multi-Hazard Mitigation Plan. Karl Wooldridge moved adoption and Dan Davis seconded; the resolution passed on a unanimous roll-call vote.
The minutes record that Resolution 25-26-35, authorizing use of LMI funds for a housing incentive, was tabled while the council sought clarification about recent changes in state legislation affecting the proposal. No vote to adopt that resolution was taken.
