New Windsor board adopts parking ban, approves Reschetti Park renovation contracts and infrastructure orders

At its June meeting the New Windsor Town Board adopted a local law adding prohibited-parking zones on Hudson Valley Avenue and Avenue of the Americas and approved a package of contracts and orders for infrastructure and building upgrades.

The board opened a public hearing on the proposed local law to amend Chapter 280 (Vehicle and Traffic) after describing persistent parking and garbage problems near the Amazon facility in the area; with no public speakers the board moved to adopt the law. The motion passed by roll call with no recorded objections.

The board approved a series of consent and action items spanning personnel, procurement and infrastructure. It authorized hiring Raymond B. Gardner as a full-time motor equipment operator with employment to begin 06/20/2026 and received and filed multiple recorded stormwater maintenance agreements for private developments in town.

On infrastructure, the board authorized Change Order No. 1 for the Caesars Lane wastewater treatment plant Phase 2 project, granting a 64-day extension of substantial completion due to winter weather and unforeseen concrete-contractor issues and setting the new substantial completion date to 12/03/2027 and final payment date to 08/04/2028. The board also received and filed the facility’s SPDES permit (effective 01/01/2024, expiring 12/31/2028).

The board received a map and report (dated 05/19/2026) related to Stewart Airport infrastructure and set a public hearing for 07/01/2026 at 555 Union Avenue to consider increased water‑district improvements connected with the Stewart Airport project.

Under the town’s CDBG application work, the board determined the proposed Reschetti Park Activity Center kitchen and generator rehabilitation project is an unlisted action under SEQR, declared itself lead agency, and authorized completion of the Short Environmental Assessment Form for the FY2027 CDBG proposal. “Like I said, this is for a new kitchen and hopefully a generator,” the moderator said, adding the facility will serve seniors and also act as a seasonal warming and cooling center.

The board awarded renovation contracts for Reschetti Park Activity Center (244 Union Avenue) after engineer recommendation: general construction to Meta Construction Inc. for a base bid of $280,813; electrical work (EC-1) to Power Gen Electric for $94,400; plumbing (PC-1) to TM Brandon Service Inc. for $218,000; and mechanical (MC-1) to DJ Heating & Air Conditioning Inc. for $138,000. Each award passed on roll call as the lowest responsible bidder per General Municipal Law §103 and the town engineer’s recommendation.

The board authorized the supervisor to execute a letter of intent for sale of 323 Cucali Avenue (the Steward Gym), subject to permissive referendum if a contract is later executed; the moderator noted the sale would bring about $60,000 more than appraisal (the transcript records the $60,000 premium but does not state the appraisal or final sale price). The board also appointed Gary Van Boris to fill an unexpired term on the Zoning Board of Appeals, effective immediately through 12/31/2030.

The board authorized execution of a memorandum of agreement and a license and access agreement with Riverkeeper Inc. to provide access to town property for removal of the Walsh Road Dam (federal project ID referenced); Riverkeeper representatives were present in the audience. The board further authorized, subject to insurance, alcohol dispensing at Christie Beprop Memorial Park for New Windsor Community Day on 09/19/2026 (rain date 09/26/2026).

The board received and filed the 12/31/2025 audit from Nugent Hasler CPAs, a resignation letter from Police Officer Peter Bassoon (effective 06/06/2026) who will attend the New York State Police Academy, an EMS services agreement with New Windsor Emergency Medical Services for 01/01/2026–12/31/2027, and an intermunicipal agreement with Orange County to fund Stop DWI enforcement through September 2026. The meeting closed with no substantive public forum comments and adjourned at 7:21 p.m.

What’s next: a public hearing on Stewart Airport water‑district improvements is scheduled for 07/01/2026; the town will continue CDBG environmental review for the Reschetti Park project as part of the FY2027 application process.
