The Board of Mayor and Aldermen approved award of Contract 26-29 on May 28 to Stansell Electric Company Inc. for $444,954 to implement intersection improvements at Jamestown Boulevard and North Campbell Station Road.
Staff noted the town contracted Canon for design work ($50,735) and that the project will install two crosswalks across Campbell Station Road and one across Jamestown Boulevard. The signal will be connected to the town’s advanced traffic management system and timed to coordinate with existing signals; projected completion is 365 calendar days after notice to proceed due to lead times for mast arms and poles. Stansell was the sole bidder on the April 23 bid opening.
Alderman Omer Burnett raised concerns about the intersection creating a new popular cut-through and the potential for backups where turn lanes are short, asking whether the town has any "back-of-the-napkin" ideas to mitigate impacts. Staff responded that future nearby development may add a signal and alignment changes and that the timing of mast-arm delivery and coordination with TDOT will guide implementation. The town administrator said a separate project in next year’s budget will study extending Municipal Center Drive to Kingston Pike and examine signalization as part of a broader traffic plan.
