Lake Elmo’s council approved a proposal May 19 to continue streetscape plantings in the Old Village by authorizing HKGI to provide coordination, construction drawings and construction administration services for Phase 2 of the Old Village Gardens program, not to exceed $16,470.
HKGI staff outlined Phase 2 goals: install bulbs, perennials, shrubs and two new trees along Lake Avenue, replace three smaller trees on the east side with more suitable ornamentals, prune select trees on the west side, and specify pollinator‑friendly species. HKGI told the council the work will be funded from streets funds and that $53,000 was budgeted for the broader program; contract performance and some plant replacements may be handled under warranty if damage was caused by a county plow or contractor action.
Council members raised questions about prior costs (staff reported $21,400 contract last year and an annual maintenance cost of about $4,000), timing (fall plantings preferred) and whether businesses should bear more of the cost. After discussion the council moved and approved the HKGI authorization by voice vote.
