A friendly amendment to approve the Lions Park scope and to seek consultants only after completion of the 76‑acre parcel proposal was offered and accepted; the council approved that amended motion by voice vote. Staff said the master plan would help phase and identify costs for park improvements and that any consultant scope could be adjusted to fit the city's budget and outreach goals.
