New Windsor board approves wastewater/water contract change orders and files DEC permit for PFAS project

The board also received a New York State Department of Environmental Conservation permit (Permit ID 3-3348-00001) that authorizes the New Windsor consolidated water system to withdraw up to 7,027,200 gallons per day from the permitted source.
Separately, the board authorized a change order with American Electric (electrical contractor) to incorporate plan revisions and clarifications provided by MHE Engineering dated April 6, 2026, approving an increase of $41,006 plus replenishment of the electrical construction allowance of $20,000 for a total additional $61,006; the action is subject to town attorney and town engineer approval. The board also authorized Change Order No. 3 with Baron Construction Group, the general contractor for Resideo's Lane wastewater treatment plant phase 1, approving $231,995 in plan revisions and replenishment of the general construction allowance of $50,000 (total increase $281,995), also subject to attorney and engineer approval.
Supervisor Beddetti said the additional funds are being taken from contingency already built into phase 1 and described routine inspections that prompted recommended items. The motions passed on roll call.
Implementation notes: the change orders were authorized to allow the contractor to proceed with clarified plans; both change orders are conditioned on final form and town engineer approval before execution.
