Police Jury approves engineering bid, accepts 2019 audit and forwards multiple capital-outlay requests to state legislature

At its Oct. 19 meeting the Ouachita Parish Police Jury accepted a $775,706.55 bid for the Holland Drive project, accepted the 2019 audit with an unmodified opinion, approved multiple appointments and authorized numerous capital-outlay project submissions for the 2021 legislature.
The Ouachita Parish Police Jury on Oct. 19 accepted a lowest-conforming bid for the Holland Drive project, approved a change order for Hadley Street, accepted the 2019 fiscal audit and authorized multiple capital-outlay project submissions to the 2021 Louisiana Legislature.
Parish Engineer Kevin Crosby presented the Holland Drive bid results and "recommended accepting the lowest conforming bid from Amethyst Construction, Inc. for $775,706.55." The Jury voted to accept the bid and authorized the president to sign the Notice of Award and necessary contract documents. The body also approved Change Order No. 1 for Hadley Street.
During the Finance Committee, Ms. Woodard, representing the auditors, said "the firm issued an unmodified opinion on the Police Jury’s financial statements, which is very favorable, and that there were no findings." The Jury voted to accept the 2019 audit.
The Jury adopted a series of resolutions authorizing the submission of multiple capital-outlay projects to the 2021 legislature, including Steep Bayou Sewer — Phase 3; Tedeton Road Bridge Replacement; Calhoun Technology Park water & sewer improvements; Pine Bluff Road Improvements (LA 557–Parish Line); Prairion Bayou Bridge Replacement; Joseph Thomas Road Bridge Replacement; Cheniere Lake Area 1 Improvements; Hannah’s Run Control Structure; River Styx Pump Station Force Main Replacement; Bayou Mouchoir De’lourse Drainage Improvements; and renovations to the Courthouse Administrative Annex and parking lot. Each resolution designates Kevin Crosby as the parish representative for application purposes and dedicates required local matching funds.
The Jury also approved several appointments (including to the G. B. Cooley Hospital Board and Keep Ouachita Parish Beautiful), hired three Public Works employees — Matthew Smith (Equipment Operator I), Terry McClain (Auto Mechanic II) and Nicholas Smith (Auto Mechanic I) — and approved three beer and liquor license renewals recommended by the assistant district attorney.
The meeting recessed for a Finance Committee review of claims for the period Sept. 18–Oct. 15; the committee recommended payment of the claims and presented budget vs. actual statements. The Finance Committee meeting adjourned and the regular meeting reconvened, after which the Jury ratified the committee actions.
