The Ouachita Parish Police Jury voted unanimously Oct. 19 to adopt Ordinance No. 9353, authorizing the parish to execute acts of sale for four adjudicated properties by public auction and setting conditions for those sales.
President Shane Smiley convened a public hearing on the ordinance; no members of the public spoke for or against it. The ordinance lists Parcels 49905, 37290, 42177 and 37604 with municipal addresses and purchaser information and specifies that sales proceed under Louisiana Revised Statutes governing adjudicated property sales (LA R.S. 47:2201 et seq.).
The ordinance requires certified funds at closing, reserves all mineral rights to the parish while conveying surface rights, and directs E&P Consulting, LLC to provide written certifications that mortgage, probate and civil suit records have been examined and that required notices have been provided. It also requires E&P Consulting to certify that the statutory redemption period has elapsed before closing.
A roll-call vote was recorded on the ordinance: yeas (6), nays (0), abstain (0), absent (0); the minutes record the ordinance as adopted that day.
The ordinance was introduced at the meeting and includes specific parcel descriptions, purchasers and minimum-bid details for the public auctions. The parish attorney is authorized to use a sale form approved by the attorney and to complete cash-sale documents within statutory timelines.
The Jury did not receive public opposition during the hearing and closed the hearing before taking the roll-call vote. The ordinance states that sales are without warranty as to title or return of purchase price.
