Commission hears cheek wall update and recommends holding off on further data-center ordinance changes

The Charlestown Planning Commission received a contractor-start update on a cheek wall for Morehall and Yellow Springs roads and, after discussion, accepted guidance to delay further action on county data-center ordinance changes until state developments clarify the issue.
At its April 14 meeting the Charlestown Township Planning Commission heard a brief update that a cheek wall project at Morehall Road and Yellow Springs Road has been awarded and that the contractor will begin work, leaving no additional action for the commission at this time. Consultant Tom Comitta reported he had spoken with Township Manager Chris Heleniak and that the approved plans will proceed.
Commissioners also reviewed the Chester County Planning Commission’s model ordinance guide regarding data centers. Commissioner Matt Rogers distributed the guide and consultant Wendy McLean advised waiting to amend the local ordinance further, noting that a placeholder ordinance intended to avoid an exclusionary challenge already exists and that state-level developments on data-center policy are pending.
Separately, the commission approved the March 10, 2026 meeting minutes with an amendment to add Mr. Hendrickson’s property manager’s name; the motion to approve was made by Commissioner Dan Walker, seconded by Commissioner Andre von Hoyer, and approved unanimously. The minutes record that documents referenced are available at the Township office upon request. The meeting adjourned at 7:31 p.m.
