Charlestown planning commission recommends conditional use for 1,960-sq.-ft. garage at 3016 Wells Road

The Charlestown Township Planning Commission on April 14 unanimously recommended that the Board of Supervisors approve a conditional use application for a 1,960-square-foot painted-steel detached garage at 3016 Wells Road. Applicant Anthony Pomanti told the commission the building would be used to store property-maintenance equipment including “a tractor, side-by-side, lawnmower and utility trailer.”
The commission and applicant discussed constraints on the property, including an existing conservation easement and zoning limits on impervious coverage. Engineer Matt Bush told commissioners the proposal had been flagged because the accessory structure is larger than 50% of the house’s square footage and that the site is near the maximum impervious coverage allowed; he said there are no plans to add a paved driveway. Consultant Dan Wright and planner Tom Comitta submitted review comments and Comitta recommended the applicant provide visual renderings when the matter goes before the Board of Supervisors.
Commissioners pressed several practical points: Commissioner Bill Westhafer asked about building height and stormwater and was told the maximum height would be approximately 26 feet and that grading and stormwater plans will be completed after conditional use approval. Pomanti said there would be “no water or sewage, but there would be electric.” Pomanti and Bush also reported they received a letter from the French and Pickering Creeks Conservation Trust approving the plan as presented.
The commission conditioned its recommendation on replacement plantings for two deciduous trees identified in review comments and on the applicant providing visual designs for the Board’s review. Commissioner Mike Richter moved to recommend approval subject to those conditions; Commissioner Andre von Hoyer seconded. Chair Matt Rogers called the vote and all members present voted in favor.
The commission’s recommendation will be forwarded to the Board of Supervisors for a formal hearing and decision; the minutes note that applicants are expected to submit the required renderings and then work with Township staff on grading and stormwater approvals if the Board grants conditional use.
