Prospect council unanimously adopts ordinance seeking annexation of Ken Carla neighborhood and nearby parcels

The Prospect City Council on Wednesday unanimously adopted Ordinance 666, Series 2026, asking the Louisville-Jefferson County Metro Council to approve annexation of the Ken Carla subdivision, the so-called Head property, newly proposed River Road apartments and several adjoining parcels.
Mayor Doug Farnsley opened the special meeting and said the annexation "will move us another step closer to being able to commence work on the downtown Prospect project." He noted the city will submit paperwork to Metro Council and "we anticipate that that process will take approximately 2 months."
Sandra Leonard, who moved adoption, read the ordinance title aloud. During the roll call the record shows each listed member voting yes; Dr. Fuhrman participated by phone. The mayor characterized the outcome as unanimous.
Farnsley thanked neighborhood leaders and staff who supported the petition drive, including Latel Ferro, identified in the record as president of the Ken Carla Homeowners Association; John Carter, described as the city’s chief administrative officer; and Christa Rosenberg of Westcott Development, who led door‑to‑door outreach to gather signatures.
The ordinance request, as read into the record, asks Metro Council for approval to annex land described in the title "situated approximately East of Harrods Creek, West of Timber Ridge Drive, North of US 42, and South of the Ohio River, Jefferson County, adjoining the present city of Prospect, Kentucky and being adjacent to and contiguous with the present boundary of the city and in the unincorporated area." The mayor summarized the parcels as the Ken Carla subdivision, the Head property and multiple parcels along River Road.
The mayor also announced a community concert Sunday at the John Evans Pavilion in Little Hunting Creek Park and encouraged residents to attend. With no further business, the council moved to adjourn.
Next steps: city staff will submit the annexation paperwork to the Louisville-Jefferson County Metro Council for its review and approval; the mayor estimated that process could take about two months.
