Staff presenting the draft told commissioners the base plan (the first 88 pages) incorporates public and interagency feedback on land use, water, circulation and parks. “Water, again, being the number one concern,” the presenter said, summarizing survey responses and staff edits that emphasize conservation and infrastructure planning.
The plan’s circulation and growth‑area maps include updates tied to anticipated changes at Laughlin Ranch and proposed rights‑of‑way the city is coordinating with the regional MPO and ADOT, staff added. The draft also notes policies aimed at bolstering neighborhood quality and affordable housing.
Public commenters raised local concerns the commission said they wanted reflected in the plan. Larry Toonforce, a Bullhead City resident, urged clearer street markings and consistent speed‑limit treatments, saying, “If we're gonna have a 45 mile an hour zone or 40 mile an hour zone, we need to put it in the street besides the sign” to improve driver compliance and neighborhood safety. Staff and commissioners agreed such operational fixes — enhanced striping and visibility measures — could be studied for inclusion as implementation steps or in future public‑works actions.
Commissioners discussed whether added incentives to spur redevelopment in the city’s older neighborhoods should be reflected in the plan. Staff pointed to a policy in the growth element (page 81) directing work on redevelopment programs and said recommendations would come forward to the commission and council in the months ahead.
A motion to recommend adoption of the base plan with the Laughlin Ranch amendments passed on a recorded vote of commissioners (motion moved by Commissioner and seconded by Commissioner; recorded as 6 in favor). The City Council will consider final approval at the Bullhead City Council Chambers, 1255 Marina Boulevard, on June 16, 2026, at 5:30 p.m.
The commission’s recommendation does not itself adopt the plan; the council’s vote will determine whether the updated plan appears on the November ballot for voter approval.
