Statesboro city manager to retire Jan. 1, 2027; will remain through end of year for transition

City Manager Charles ("Mr.") Penny announced to the council and public on June 2 that he intends to retire effective Jan. 1, 2027, and offered an extended transition window so the city can conduct a deliberate national search and succession process. Penny said he has served as Statesboro’s city manager since July 1, 2019 and highlighted initiatives under his tenure—employee compensation improvements, Youth Connect, ARPA‑funded housing rehabilitation, sewer projects and the construction of Fire Station 3.
Penny said the city has contracted a professional firm (Developmental Associates) to manage the police‑chief selection process and that public input meetings and virtual stakeholder sessions are scheduled (including a public meeting on June 15 at 6:00 p.m.). He said he gave the extended notice to allow the council to recruit and select new leadership while he remains available for transition work.
Council members thanked Penny for his service; several offered personal remarks at the meeting. Penny said he will depart to spend more time with family and expects to be available through the end of 2026 to assist with the leadership transition.
What’s next: Council will proceed with the search and selection process for a new city manager and will schedule public input and stakeholder meetings as part of that process.
