Commission approves master A/E agreements to speed projects including health department building

The commission approved finalizing three standard master agreements between the county and the top three architectural/engineering (A/E) teams selected through RFQ 2026 (MCC-001). County staff said the RFQ (released April 1, 2026) drew six proposals; a technical review committee recommended negotiation with the top three teams, each scoring in the 90th percentile. The agreements establish consistent terms and conditions under which future task orders will be issued and do not, by themselves, obligate county funds.
A county official said the first anticipated task order will be for the health department building and stressed a tight schedule: 13 months from selection to completion of initial deliverables. The motion authorized the commission president to sign the master agreements after final edits.
Commissioners said the standardized documents will allow the county to be more nimble in delivering capital projects. The motion passed by voice vote; staff said they expected to finish final edits and have signature authority ready within days.
