Big Bear City CSD approves emergency roof replacement, budget amendments and new solid-waste truck

The Big Bear City Community Services District Board of Directors on Feb. 2 adopted a package of Solid Waste measures that officials said address safety, aging equipment and service continuity.
Finance Officer Jeanette Prickett told the board an inspection found major safety concerns, water intrusion and degraded panels on the Solid Waste building roof and recommended classifying a full replacement as emergency repairs, requiring an additional $145,000. The board voted 4-0 to adopt Resolution 2026-03 (President Bob Rowe, Director JoKay Rowe, Director Larry Walsh and Director Al Ziegler voting; Director John Russo absent).
Prickett said the department has leaned on equipment beyond scheduled replacement, increasing repair frequency and cost. She reported that the current major repairs budget is $50,000 plus $9,716 in carryover; staff requested an additional $50,000 to cover ongoing needs. The board approved Resolution 2026-04 to amend the budget for the Solid Waste major repair line.
Prickett described a separate purchase opportunity for a pre-built front-load New Way body on an Autocar chassis that could be delivered in about 60 days, avoiding an approximately two-year build queue. The board authorized Resolution 2026-05 to purchase the vehicle for $492,498.51 from fund balance reserves; staff said the District would surplus unit #312 once the new vehicle arrives.
Administrative Department Manager Kaylyn Johnson presented a proposed update to the Solid Waste fee schedule required under Ordinance 2025-04. The board approved the change, which adjusts only the monthly and seasonal green-cart rental rate to match a previously approved rate study; the updated schedule takes effect Feb. 3, 2026.
General Manager Glenn Jacklin also presented the District's annual Strategic Plan Update for 2026, noting that the most significant revision updated ambulance service licensing language in section 2. The board reviewed and adopted the update.
