Town report: Guilford Village West initial payment arrives; IT and licensing push some overspending

Mary Jane presented the town government’s March 2026 financial report and said overall revenue collection is strong as the year is three‑quarters complete. "We are 75% through the year already. 99% collected, for all of town government," Mary Jane said, and she told members that Guilford Village West produced a first payment this month of $112,000 — the first of three buildings that could yield roughly $336,000 total if all come online.
On expenditures, Mary Jane said the town is about 74% spent at roughly the same point in the year, but several line items are high: information systems was reported near 96% expended because of software licensing and an unbudgeted move to new platforms including onboarding costs and additional VMware cloud foundation spending. Mary Jane said the town will use technology funds to cover some of those costs and expects savings once a phased VoIP phone conversion (beginning with the police department) is complete.
Board members pressed for details on specific warrants and vendor charges; staff explained the phone transition has led to overlapping bills while the district migrates from a previous vendor back to Frontier. The board approved the town report by voice vote for $2,583,084.
The town will monitor IT licensing and public‑works overtime and expects to close out encumbrances as the fiscal year ends.
