Representative Tyrone Carter introduced an H‑1 substitute to Senate Bill 301 during the June 2 Finance Committee meeting, saying the substitute would protect health‑care benefits and job status while a person is on leave. "It protects the health care benefits of the person and their families during this situation. And it also protects their job," Carter said when moving the amendment.
The committee took roll‑call votes. On the motion to adopt the H‑1 substitute, the clerk recorded 5 yeas and 8 nays; the substitute did not prevail. Following the failed substitute, Representative Frisbie moved to report Senate Bill 301 to the floor with recommendation. The roll call on the report motion was unanimous, 13–0, and the motion prevailed; SB 301 moves to the House floor with the committee's recommendation.
Chair Tisdale asked to speak further with Representative Carter to learn more about the failed substitute before the bill proceeds to the floor. No additional amendments were adopted in committee.
The committee then excused absent members and adjourned.
