Bryan council authorizes ODOT agreement, approves dispatcher testing and moves to executive session

The Bryan City Council approved several routine actions Tuesday, including authorizing a consent agreement with the Ohio Department of Transportation for culvert and paving work on East High Street, permitting the police department to administer a new civil service test for a full‑time dispatcher and voting to enter executive session to consult with the city attorney about pending or imminent court action.

An agency official (speaker 7) told the council "ODOT's doing a Culvert replacement out here on East High Street" and that some paving would fall inside city limits; the official asked the council to authorize the mayor to sign a consent agreement that would allow ODOT to work in city limits without the city being responsible for payment. Council members moved, suspended rules and then approved the measure by voice roll call; voice responses recorded affirmative votes from Jim, Rick, Steve, Mary and John.

Later in the meeting an agency representative (speaker 9) said the department had exhausted its eligibility list after a dispatcher left for the private sector and requested permission to hold another civil service test for a full‑time dispatcher. Council member (speaker 4) moved to approve the request, a second was recorded, and the council approved the request by voice roll call.

Clerk (speaker 2) explained why a liquor permit item for Riddies was removed from the agenda: the state Department of Commerce had opened then closed a file after determining a prior local action (a TRex) already addressed the applicant, so the state advised the city to ignore the agenda listing. The clerk also reminded members about registration for the upcoming Bridal Jubilee parade.

Near the end of the session the council moved into executive session to consult with the city attorney about pending or imminent court action; the motion passed by voice roll call.
