Committee hears federal "lame-duck" update; CR text expected midweek

Valerie Arkin, staff in Supervisor Miley's office, told the Policy Administration and Legislative Committee on Dec. 9 that the House and Senate returned for the lame-duck session and are scheduled through Dec. 19 and Dec. 20, respectively, and that the county is watching for a continuing resolution (CR) text expected "as soon as midweek this week."
Arkin said Congress may attach a one-year farm bill extension and WERDA to a CR, while the National Defense Authorization Act (NDAA) text had been released and was moving to House rules. She also said congressional leaders were discussing a disaster supplemental request that the Biden administration had sought at "over a $100,000,000,000," but that she expected the eventual package to be smaller and likely attached to the CR.
"We still haven't seen text of a bill," Arkin said, describing the situation as "frantic" with "a lot that needs to get done in these next two weeks." She recommended the committee and county staff remain alert for changes to FY25 and FY26 funding that could affect county programs.
Arkin also briefed the committee on internal congressional dynamics: House Republicans are focused this week on committee leadership races and whether to grant chair waivers (some House committees have six-year term limits for chairs), while several Democratic members have launched primary bids for ranking positions in coming Congresses. She said those leadership decisions will shape committee priorities in January.
Why it matters: the timing and content of the CR and any attached measures (farm bill extension, disaster supplemental, NDAA) will determine near-term federal funding and priorities available to Alameda County departments. Arkin said staff will flag substantive changes that could affect county housing and social services programs.
The meeting did not include a committee vote on federal items; Arkin told the committee staff would continue monitoring and report back if proposals with county implications appear.
