Council adopts tentative FY2027 spending limits for city and Show Low Bluff CFD

City finance staff presented the tentative budget for fiscal year 2027 and asked the council to adopt a tentative budget and establish an expenditure limitation for the coming year. The presentation reviewed revenue and expenditure categories, indicated a focus on capital projects and operating reserves, and highlighted key numbers used in the motion to set the expenditure limit.

Staff said the city’s new budget figure is roughly $149 million and reviewed revenue components—including beginning fund balance, intergovernmental grants, other financing sources and operating revenues—and an emphasis on capital spending such as Scott Ranch Road. Staff also noted utility fee totals (water, wastewater, sanitation) and advised the council the CPI‑based increase for waste‑management contract rates will take effect July 1.

Council action: Councilman Judd moved to adopt Resolution R2026‑14 adopting the tentative budget and establishing an expenditure limitation for fiscal year 2027 at $149,615,506. The motion was seconded and passed unanimously. The council set a schedule for final budget adoption and public hearing: a final adoption/public hearing was scheduled for June 16 and the secondary tax rate adoption for July 21.

Community Facilities District (CFD): The council recessed to the Show Low Bluff CFD board. Staff presented the CFD tentative budget for fiscal year 2027 ($168,580), described outstanding special‑assessment debt and projected assessment billings, and recommended adoption of the tentative budget and expenditure limitation. The CFD board adopted Resolution R2026‑01 setting the expenditure limitation for the district; the motion passed unanimously.

What to watch next: Final budget adoption, public hearings and the July tax‑rate adoption will follow the tentative actions taken tonight. Any new grants or significant changes will be brought to council for acceptance before they are added to the budget.
