Council adopts ordinance to buy senior‑center dining room using CDBG funds

Staff explained that on Oct. 21, 2025, the council had prioritized CDBG use for purchase and rehabilitation of the senior center dining room and that staff applied through the Northern Arizona Council of Governments to the Arizona Department of Housing. "Approximately $280,000 has been offered to the City of Show Low by the Arizona Department of Housing through the Community Development Block Grant," staff said, and the city sought authority to complete the purchase so grant dollars could be used for rehabilitation.
An appraisal valued the property at $170,000, and staff said the purchase agreement is for the appraised value; acquisition costs and reimbursable fees will be covered by the grant, while any deed‑of‑trust release fees (estimated at up to $2,500) would be set aside from the acquisition line item if necessary. Staff recommended adoption of Ordinance No. 2026‑04 to authorize the purchase from Grama AZ LLC.
Council action: Councilman Adams moved to adopt Ordinance No. 2026‑04; the motion was seconded by Councilman Whipple and passed unanimously. The ordinance authorizes city staff to proceed with acquisition consistent with the CDBG award and the terms explained in the staff report.
What to watch next: Ownership of the building will allow the city to pursue rehabilitation grants; staff said those grant applications and any future rehabilitation work will come to council for approval when needed.
