On Feb. 10, the Winchester City Council approved the City of Winchester 2026–2031 strategic plan and adopted a personal property tax relief rate for tax year 2025.
Strategic plan: Mayor Beach and staff presented the plan, which staff said incorporated seven months of committee and public input and retreat feedback. Staff highlighted updates in the packet (noting edited focus areas and new language to include pedestrians, cyclists and micro‑mobility users). Council agreed to a small wording amendment to Goal 6 to add an objective “to reduce the need” for social supports and directed that departments bring measurable objectives and quarterly updates so the plan remains a living document. Council voted to adopt the plan after the motion and second.
Personal property tax relief: City revenue staff explained the recommended 25% relief rate, noting the state provides about $2.6 million that is distributed by localities. Staff described the historical method and modeling challenges (including changed billing cycles and the spike in used‑car values during the COVID years) and said the 25% recommendation was a conservative choice given pending supplemental billings. Councilors asked clarifying questions about the relief’s application (it applies to the first $20,000 of assessment) and the modeling; staff said new software will help improve predictions. Council moved, seconded, and approved the resolution setting the relief rate.
What’s next: Departments will develop measurable objectives tied to the strategic goals, and the strategic plan will be placed on the city website and tracked quarterly. The tax relief rate will be applied in the coming tax cycle per standard billing schedules.
