The Pinal County Planning and Zoning Commission voted to forward multiple entitlements for the Fieldstone master‑plan to the Board of Supervisors, including a minor comprehensive plan amendment (P‑Z‑PA‑021‑25), a rezone and a PD overlay (P‑Z‑027‑25; P‑Z‑PD‑018‑25). The applicant team said the proposal modernizes an older PD and includes open‑space amenities and circulation improvements.
Staff planner Valentine presented the proposal as a revision to an older entitlement that increases the allowable density slightly under a PID that caps development at 560 single‑family units; staff noted the project is roughly 141 acres north of Bella Vista Road and will rely on EPCOR for water and sewer service. Valentine said the developer seeks to increase the comp‑plan land‑use designation from moderate‑low density to medium‑density residential, but that the PD overlay restricts total build‑out and lot sizes compared with unchecked entitlement.
Carolyn Overholster (Communities Southwest) described community amenities — a centrally located pool and gathering area, dog parks and 30‑foot open‑space corridors along the Magma railroad — and said the developer will modernize Cooper Road connections and work with EPCOR to dedicate required right‑of‑way. Staff and commissioners stressed that the project must provide two access points, address drainage and prepare required studies; state museum staff recommended (but did not require) pre‑disturbance archaeological consultation.
The commission forwarded the amendment, rezone and PD to the Board with the staff‑recommended stipulations and with a PD cap that limits the applicant to 560 lots and constrains the minor amendment process so the developer cannot incrementally increase density beyond a 4.0 DU/acre cap without a major review.
