Commissioners grant final plat approval for Northstar Landing subdivision; discuss Douglas Hill Road traffic

Lincoln County commissioners on Nov. 5 granted final plat approval for the Northstar Landing subdivision after planning staff concluded the developer met platting requirements despite reductions in lot count and some finishing work remaining.

Planning staff said the subdivision was initially approved for 144 lots but was submitted as 125 lots after several steep lots were aggregated or dedicated as common area; staff noted roads had good compaction after recent rains, fire hydrants were installed and utilities were coordinated with Lincoln Electric. Staff also reported that fuels reduction and weed control were done and that parkland dedication shortfalls had been covered by a cash payment to the Eureka Park district of about $3,600.

Staff discussed several conditions: one requirement for a Forest Service special-use permit was found satisfied or removed for the specific access in question; a perpetual road surfacing agreement to address dust and surfacing remained part of the record; and the developer agreed to bring gravel to finish a soft spot at the planned solid-waste/dumpster area. Commissioners who visited the site said it generally met requirements but raised concerns about the Douglas Hill Road intersection with Highway 37 and the potential traffic implications of other nearby proposed subdivisions.

After the presentation and brief on-site comments (including a remote participant who said finishing work on the dumpster area was underway), the board voted to approve the final plat. Staff will calculate recording fees and notify the developer when recording is complete.
