Lincoln County OKs one-year extension for Libby Creek water and wastewater grant

Lincoln County commissioners on Nov. 5 approved a one-year extension for a DNR removal-resource grant tied to the Libby Creek Community Water and Wastewater project, moving the contract term from Dec. 31, 2025, to Dec. 31, 2026.
Staff told commissioners construction of the project is "nearly complete," but that "some final small improvements are expected to extend into spring 2026 with close out anticipated in the summer," and requested the extension to allow those tasks to be finished. During public comment a speaker thanked the board and noted the project is associated with ARPA funding and an MSEP grant obtained through the city.
The board voted to approve the extension; during the roll call one commissioner recorded an opposition. Staff said the extension is necessary to avoid forcing an unfinished project through an imminent grant closeout. The extension preserves the grant payout schedule and allows time for winter weather delays, final dirt work and closeout documentation.
County staff will proceed with the contract extension paperwork and return the signed documents to the appropriate state agency. No additional funding shifts were announced at the meeting.
Action taken: extension of the Libby Creek Community Water and Wastewater project contract term to Dec. 31, 2026 (approved; one recorded opposition).
