Chairman Sparks offered an explanation of Senate Bill 2401, which would extend Accelerate Mississippi’s statutory repealer to 2029 and clarify procurement carveouts for rental agreements, equipment, training, recruitment and construction or renovation tied to rapid workforce projects.
Sparks said the program operates under the State Workforce Investment Board (SWIB) and MDES and noted the program already requires two quotes for certain purchases and SWIB approval for financial transactions. He also said several technical updates adjust federal terminology (replacing earlier WEOA wording with 'Innovation/Opportunity Act') and that the bill moves the program’s annual report from Oct. 1 to Nov. 1 so agencies have time to gather information.
Committee members asked for confirmation about which code sections would be repealed as obsolete; the chair said staff would provide the exact code references. After technical discussion and no recorded objections, the committee reported the bill out of committee.
