Tony Wickham urged more proactive public communication about infrastructure and budget impacts; other commenters and commissioners flagged the projected multi-year cost as a negotiation point and asked staff to examine fuel-surcharge language, schedule granularity and whether the county could obtain additional bidders or consider alternative, longer-term local options. Staff said the RFP submission followed the existing schedule and recommended the board take time to review the bid before taking action. The commission did not award the contract and deferred a decision to allow more detailed review and negotiation.
