Lincoln County commissioners approve new investigator position, airport entitlement transfer and multiple preliminary plats

Lincoln County commissioners on Monday approved a slate of administrative actions, including creation of a new county attorney investigator/compliance officer position, a one-year FAA entitlement transfer to keep Libby Airport funds in state use and preliminary approval of subdivision plats.
The board voted to create the county attorney investigator/compliance officer position and authorize funding for the first year after a brief discussion on duties and use (discussion opened by the chair). Commissioners also approved routine claims including annual dues to a wood products association ($292) and a $500 payment to the Forest Stewardship Foundation. An invoice for consultant Richard Stem was tabled for further review.
On aviation funding, commissioners approved two reciprocal agreements to loan $150,000 in non-primary FAA entitlement funds from Libby Airport to a neighboring airport for one year to prevent the funds from reverting to FAA headquarters. Tyler Reid, who presented the agreement, said the transfer is common practice to retain federal dollars in the state.
The board also approved a preliminary plat for the Sunday Creek Ranch subdivision subject to staff-recommended conditions and approved a $3,940 Title 3 request to buy flood-response personal protection and communications equipment for the planning department.
In litigation-related business, an invoice from Jackson, Berto & Grant tied to ongoing selenium litigation was approved for payment for work completed to date. An invoice for consultant work on federal land lease transfers (Fremont Associates, about $4,239) was also approved. The meeting recorded motions and votes for each item as they were taken.
The board tabled one invoice for additional review and will revisit it next week.
