Cody, the planning presenter, told commissioners the department's largest request this year is administrative: repurposing existing budget items to hire a temporary full‑time position for one year to digitize records, freeing office space for a previously approved development coordinator, and enabling more efficient use of the department's existing allocation.
"We're going to propose this year that we take that funding and assign it to more of a one‑year temporary full‑time person to just digitize," Cody explained, outlining associated small equipment requests (scanner, computer) and an eventual plan to move a planner from Planner I to Planner II as they meet experience markers.
Cody also asked the county to allow departments to start small capital‑improvement (CIP) lines to build toward vehicle replacement; he said the planning vehicle (a 2012 model) is increasingly expensive to maintain and recommended beginning a savings line rather than deferring replacement until multiple vehicles fail at once.
Commissioners responded with procedural questions about how to budget the vehicle CIP and asked staff to work with finance to create a formal line for multiyear capital planning. Cody said most of the digitization work can be managed within prior allocations and asked only for flexibility on line‑item transfers.
