Lincoln County commissioners approve HVAC contract for Troy building; discuss sewer project and park paving

Lincoln County commissioners on Oct. 8 approved a $10,920 contract to replace the heating and air-conditioning system at a county building in Troy used by Unite for Youth and county offices.
A staff member introduced the contract with Henry's HVAC and a commissioner moved to approve it. A subsequent voice vote carried the motion; the board signified approval and there was no recorded public opposition.
The approval follows staff remarks that the new equipment will replace an older propane system and that an existing heater will remain as a backup for very cold conditions. “I stopped by there yesterday. It looks really good,” a commissioner said, saying the renovated space should work well for a commissioners’ office and meeting room and improve accessibility for Troy residents.
During commissioner reports, Mr. Hammonds said work on an ARP-funded sewer project is scheduled to begin Oct. 14 but the county received a notice from the Department of Transportation saying the county did not have authorization to work in a DOT right-of-way. Mr. Hammonds said the county plans to start work on portions of the project that are not in DOT territory and will resolve the authorization issue with DOT before working in the disputed area.
A commissioner also announced that the Troy road crew will repave the walking path through the Cooney Falls area to connect two segments; the work will be paid for by a Fish, Wildlife and Parks grant that will cover the asphalt. The board said it will reissue the concession-stand/catering contract next year and seek broader participation from potential bidders.
During the public-comment period a resident asked whether the resolution to create or appoint an election-administrator position had been finalized. County staff said the resolution is not finished; the commenter was told staff had discussed it with Melody last week.
The meeting opened at 10:00 a.m., recessed for public comment and adjourned after the public-comment period.
