Clackamas commissioners approve consent agendas, read two ordinances; housing authority approves property-sales resolution

County Consent Agenda: Returning as the Board of Commissioners, the board approved a multi-item consent agenda that included: property tax relief for properties rebuilt after September 2020 wildfires (approximate fiscal impact $31,000), a $1,750,000 personal-services contract for regulatory audits of health center services, a $338,321.28 three-year revenue grant agreement with Oregon Housing & Community Services, an $820,000 subrecipient grant for Canby-area emergency generators, a $6,900,000 HOME ownership program board order for down-payment assistance (CDBG-DR funds), and other routine items. The motion passed 4–0.
Development Agency: The Development Agency board approved an amendment to an intergovernmental agreement with Clackamas River Water for the Southeast Monroe Street Improvements Project (agreement value approx. $1,426,616); the motion passed 4–0.
Ordinances (first readings): The board held first readings and public hearings on two ordinances: Ordinance 02-2026, amending ordinance 2-97 (public land corner preservation) to allow the fee to be set by resolution (second reading scheduled April 2, 2026); and Ordinance 03-2026, amending county code chapter 2.15 to strengthen internal-audit independence, define the internal-audit administrator role, and reduce the oversight committee from seven to five members (second reading scheduled April 2, 2026).
Votes at the meeting were recorded as follows: housing-authority consent passed 5–0; county consent agenda and development-agency consent passed 4–0; ordinance first readings were read by title and will return for second reading on April 2, 2026.
