Key changes in the draft ordinance include reducing the minimum board membership from seven to five (with a statutory maximum of 11) and extending member terms from four to six years. Muns said the edits remove ambiguity about proper board constitution when fewer than seven members are appointed, which bond counsel identified as a potential legal risk during financing.
No public testimony was offered at the hearing. The board voted 5–0 to read the ordinance by title only; staff slated the ordinance for a second reading and final vote on April 9.
The changes are procedural and aimed at ensuring the authority can issue bonds for capital-improvement projects (such as assisted-living and hospital facilities) without legal uncertainty.
