Board approves Gladstone annexation to Clackamas Fire District No. 1, 5–0

The Clackamas County Board of Commissioners voted unanimously March 19 to approve boundary change proposal 2026-00001, annexing the city of Gladstone into Clackamas Fire District No. 1.
Assistant County Counsel Jeff Muns told the board that Gladstone’s city council placed the annexation question on the ballot and voters approved it in November. Because Gladstone’s population is less than 20% of the overall district, state and district code allowed the annexation to proceed without a separate district election. The county’s review found required notices were posted, statutory requirements met, and the annexation complied with applicable Metro code and comprehensive plans.
No members of the public offered testimony on the matter during the county hearing. Commissioner Shrader moved approval; the board voted 5–0.
The action requires no county general funds and transfers fire-district service boundaries according to the approved plan.
