Ballard council appoints Planning & Zoning member, adopts land‑use and subdivision amendments and approves zoning‑map consolidation

The Ballard City Council on May 5 unanimously confirmed Leah Bastian to the Planning & Zoning Board and adopted a package of planning-related updates, including land‑use and subdivision ordinance amendments and a fees-and-schedule resolution.
Mayor Nile Mathisen opened the meeting. Council Member Alfred Kettle moved to confirm Leah Bastian to the Planning & Zoning Board by Resolution No. 202605004; Deputy Recorder Tasha Crum administered the oath. The motion passed unanimously.
Kendall Welch of Jones & DeMille joined via Microsoft Teams to present final revisions to Landuse Ordinance Title 15 and Subdivision Ordinance Title 14. According to Welch, the amendments were reviewed for technical accuracy and to align state-code references with the Legislature’s recent recodification. Council Member Ben Allred moved to adopt the Title 15 amendment; Council Member Alfred Kettle moved to adopt the Title 14 amendment. Both motions were seconded and carried on unanimous council votes.
The council also approved a Fees & Schedule amendment resolution presented by Welch. Council Member Ben Allred moved to approve the updated fees and schedule; Council Member Shaun Murray seconded and the resolution was adopted unanimously.
On a related item, Jeff Baker of Jones & DeMille proposed a 2026 zoning‑map consolidation to reconcile conflicting maps and import the final map into the city’s GIS. Baker estimated consultant costs at “approximately eight thousand dollars ($8,000.00),” noting the final bill would depend on the number of property-owner notices required. Council Member Shaun Murray moved to proceed with the consolidation and to have staff handle much of the mailing; Council Member Ben Allred seconded and the motion passed unanimously.
Council Member Ben Allred also recommended forming a hiring committee to advance recruitment for a Zoning Administrator position. The council recorded no objections and continued with other agenda items.
