Toms River board previews elevator, boiler, roofing and classroom projects ahead of school year

District facilities staff briefed the board Aug. 5 on a range of capital and maintenance projects slated for the coming year and asked trustees to approve bidding and contracting where required.
Staff described participation in a demand-response program that temporarily takes selected buildings offline during extreme heat events to reduce grid load and generate compensation; Cedar Grove and Silver Bay were named as commonly requested buildings for this program. Administrators also described a tenant fit-up on the third floor preparing space for county use and reiterated that right-to-know chemical reporting has been submitted to the state and is posted online.
Among capital items, staff said coping and façade work at High School South is starting to fail and could lead to a larger brick- and window-repair project; they recommended adding the work to the five-year capital plan and discussed phasing. “That would be preferred if funds are available,” Mr. Wagner said when asked about sequencing repairs.
At South Tom River Elementary staff sought permission to bid an elevator replacement and cited a $37,000 quote to replace the elevator unit (not the shaft). Intermediate North will proceed with a boiler replacement; the board reviewed a recommended TNM Management engineering contract at about $55,000, and staff noted an earlier purchase from Sal Electric for roughly $44,000 to replace a major transition switch that restored power to part of the building.
Beachwood Elementary’s roofing project was expanded to cover the full slope roof; the district traded off some metal trim to provide more continuous roof coverage and said the vendor will paint and warranty the work. Staff also described routine VCT tile replacements at High School East and Walnut Street and a request to add a kindergarten classroom at Washington Street Elementary to meet a spike in kindergarten enrollment.
Facilities staff and the incoming B&G lead discussed partnerships used to complete grounds and beautification tasks at low or no cost, naming PNG Landscaping and Amazing Creations among volunteers. Brian, who described the volunteer work, said the district has been “working with partnerships such as PNG, Landscaping, Amazing Creations, some community members who are volunteering their time and donating their time to get our schools up and looking great.” A district beautification day is scheduled for Aug. 20.
JBAC fabric for the athletics area is expected in the third week of September with an anticipated installation and flooring completion before late November. Staff said the boiler replacement project will span the school year and that the switch gear repair should remain in service for the upcoming term.
Next steps: the board is expected to consider bids and contracts at upcoming meetings; staff will return with formal contract documents and recommended appropriation details where required.
