Lincoln County commissioners approve bylaws, records destruction and multiple plats; Forest Service road-abandonment hearing scheduled

At their Dec. 3 meeting the Lincoln County commissioners approved a series of routine governance and land-use items.
Bylaws: Commissioners approved drafted bylaws for the Eureka Parks & Trails Board, formed Nov. 20, 2024; county counsel had reviewed and the board agreed to sign the documents after the meeting.
Records destruction: Trisha Brooks, Lincoln County Clerk of District Court, petitioned the board to allow destruction of paper court records that have met retention under the Montana Code Annotated and the local records schedule; commissioners approved the request to eliminate paper copies now stored electronically in the court enterprise database.
Invoices and claims: The board approved an Advanced Roofing invoice related to the Flathead Valley Community College roof project (see separate article for full discussion of the damage and insurance questions). The recorded invoice total is $79,615.96.
Plats and land use: The board held a public hearing and approved an amended plat for Lot 1 of the Solalis subdivision (a family transfer) with nine conditions including fuel-reduction work and management of noxious weeds. The board also approved final plat decisions for the Industrial Approach subdivision (developer and engineer present) and Wilderness Club Phase 9; public comment was minimal and staff reported that applicants had addressed required conditions.
Forest Service road abandonment: Staff presented an initial follow-up request from the U.S. Forest Service to abandon a section of county road passing through government lots 7 and 8 for a forest project. Staff said a public hearing and a draft resolution will be posted (anticipated in the first week of January). The item at this meeting was an initial presentation with no final action taken.
Votes and formal actions: Multiple routine motions were moved, seconded and approved during the meeting (minutes approval, bylaws, records destruction, invoice, amended and final plats). The Nov. 19 minutes recorded one opposition vote; otherwise votes were recorded as "all those in favor" with no named roll-call recorded in the transcript.
The board recessed and adjourned at the end of its scheduled agenda.
